On Monday, June 12, General Synod declared that only classes that have seated delegates at a General Synod where a change to the Constitution of the RCA is proposed can vote on whether to approve it (R 17-54). The recommendation also instructed the Commission on Church Order to propose language that would clarify this matter in the Book of Church Order (BCO).

All amendments to the Constitution have to be approved by two-thirds of the RCA’s 45 classes. This recommendation aims to make clear whether a classis formed between stated sessions of General Synod may vote on constitutional amendments made before the classis was established.

The Advisory Committee on Church Order and Governance brought this recommendation before the General Synod in response to Overture 39. The Commission on Church Order will bring a proposal for clarifying this matter in the BCO to General Synod 2018.
